It came after Louie introduced an amendment for an additional tax increase of .34 per cent on top of the staff-recommended 3.9 per cent.
Louie's request amounts to $2.4 million in spending, with money to be directed at increasing housing options, hiring a renter protection manager, supporting "Chinatown Historic Discrimination programming," devoting more staff to UNESCO bid for Chinatown, increasing social grants and reducing permit waiting times.
Council will reconvene at 2 p.m. to vote on Louie's amendment and the operating and capital budgets.
