Vancouver flasher struck again in Penticton, amongst other crimes

After accrued credit for time already served awaiting sentence, Christopher K. Ram has 91 more days to serve behind bars.

A Penticton man will spend a few more months behind bars for a string of recent offences including indecent exposure.

Christopher K. Ram, born in 1986, appeared in Penticton Provincial Court Tuesday and pleaded guilty to numerous crimes that took place in late 2024 and early 2025.

Court heard that in September, while under a peace bond, he failed to properly report his sleeping arrangements to his probation officer.

Then, in late September, he sat down next to a woman at a Penticton bus stop. He began masturbating.

The woman left and called 911, giving a description.

The next day, Ram was in custody on an outstanding warrant. RCMP noticed he matched the description given by the woman.

One day later, the woman once again saw Ram at Shopper’s Drug Mart. She called police again, and she positively identified him. He was apprehended again.

Then in November 2024, Ram attended a forensic nurse appointment for an intake assessment. But he refused to participate. Ram has schizo-affective disorder compounded by illicit drug use.

At a later date, Ram targeted a social outreach worker with threats, which left the woman frightened for her safety.

Then in early 2025, Ram was found charging at vehicles in a parking lot on Martin Street’s 300 block, shouting at no one and behaving erratically.

Police responded, and one recognized Ram. He was arrested for public intoxication and causing a disturbance.

Once handcuffed, Ram attempted to run, and kicked at the officers trying to get him into the police vehicle.

He was ultimately placed in the back of the vehicle, and made violent threats against the officers.

Following a search back in the cell blocks, Ram was found with a small amount of methamphetamine on his person.

Ram pleaded guilty, admitting all the facts laid out by the Crown. He also told the court he feels "a lot more stable" now. Judge Lynett Jung noted he "looks good," and that he had been in "rough shape" at the time of these incidents.

That said, she also noted these were serious offences, terrorizing the women involved in the masturbation and the threats, and attacking the officers.

These are not his first similar offences — he has a lengthy rap sheet of similar incidents, including a string of flashing incidents in Vancouver.

Ram had accrued credit for time already served awaiting sentence. When all that was tallied, and individual sentences doled out for each offence, he will have 91 more days to serve behind bars, according to the Crown Prosecution Service, plus 24 months of probation with a variety of strict conditions.

She warned him that breaching any of those conditions upon release could result in more jail time, and concluded with "Good luck, stay healthy."
