Canola oil facility proposed at Fraser Surrey Terminal

This proposal would see canola oil arrive by railcars before it’s pumped into carriers and exported to global markets

A canola oil transport facility is being proposed at the Fraser Surrey Terminal.

DP World Fraser Surrey is proposing to redevelop a portion of its existing Fraser Surrey Terminal to function as a canola oil trainload facility. The site is located at 11060 Elevator Rd. in Surrey, across the Fraser River from the Queensborough and Quayside neighbourhoods.

“Redevelopment would result in a canola oil throughput capacity of approximately 1,000,000 tonnes per year,” said a notice sent to neighbours. “The proposed project will see canola oil arrive by railcars where it will be unloaded into storage tanks before being pumped into bulk carriers for export to global markets.”

A public engagement period runs from Jan. 3 to 30, 2023.

According to the DP World, a permit application for the proposal has been submitted to the Vancouver Fraser Port Authority. Construction is anticipated to start in the second quarter of 2023 and should finish in the fourth quarter of 2024.

Jackie Teed, acting director of climate action, planning and development for the City of New Westminster, said staff have received information about the proposal and are circulating it internally for review and comment from staff.

“We generally then provide that to the Port,” she said. “In cases where there is anything we want to bring to council’s attention, we would also prepare a staff report, but we would base that on what staff comments come back to us.”
