Vancouver Police are warning the public to keep an eye out for a convicted sex offender who is moving to Vancouver, who police say "poses a significant risk to women" in the community.
The Correctional Service of Canada has deemed Frank William Skani to be of high risk for sexual recidivism.
Skani is a federal offender currently serving a ten-year long term supervision order for offences including sexual assault with a weapon, sexual assault, forcible confinement, break and enter, possession of property obtained by crime, and credit card theft, Vancouver Police explained in a release.
Skani is described as a 42-year-old man with black hair and brown eyes, who stands 5’9” tall and weighs approximately 200 pounds. He has several tattoos on his right upper arm and forearms, as well as a Harley Davidson/angel tattoo on his chest.
Under his supervision order, Skani must reside at a supervised correctional residential facility, cannot consume, purchase or possess alcohol, and must not consume, purchase or possess drugs other than prescribed medication.
He is also ordered to report all relationships with females to a parole officer, in addition to being banned from purchasing, acquiring, possessing or accessing pornography or sexually explicit material.
Skani is not to own, use or possess a computer or device that would allow him unsupervised access to the internet, and must not to enter any private dwelling - including but not limited to hotels, motels, rooming houses, single room occupancy residences or private residences - without prior consent of his parole officer.
He must not be in the company of sex trade workers or in the area of sex trade workers, or in the presence of any female person under the age of 16.
He must also avoid any inappropriate physical contact with any female, including but not limited to brushing up against women and/or unwanted touching.
Police ask anyone who witnesses Frank Skani violating of any of these conditions to call 911.
According to police, he has also been reported to use the aliases Jason Christopher Atkinson, Jason Christopher Skani, Frank William Skanie, William Frank and Frankie William.
