You've heard all about the harm reduction programs in our city put in place for hard drug users and people with extreme alcohol addictions. Insite, the needle exchange program, free crack pipes and the new alcohol program are in the news (often internationally) because they're groundbreaking initiatives that are undeniably saving lives and helping humans in dire need.
