I'm happy to report that the bylaw has been changed for this year! I am almost certain that you've already noticed a couple FIREWORKS popup stores in your hood. I have yet to go into one of them but HERE are the details on the rules from the City's web site.

Note that "Family Fireworks may only be purchased between October 25th to October 31st, 2009. Fireworks can only be discharged on Halloween, October 31st. To obtain the permit to purchase and discharge Family Fireworks, the person must be over 19 years of age, pass an online "Fire Safety Quiz," and produce two pieces of identification when purchasing."
